Congress MLA Priyank Kharge asks the Speaker for more time to be given for discussions, especially since the Governor himself has mentioned horse-trading in his report. He reads from the Sarkaria Commission report, from a chapter on role of Governor. "If it appears to the Governor that the government does not have a majority, he can ask the CM to prove majority within a reasonable time. How much exactly is reasonable time has also been defined – it will depend on the circumstances of each case. Generally 30 days is considered reasonable time, unless there is something urgent, like passing the budget.
