The O.A.U.'s General-Secretary Diallo Telli was joined by Rear Admiral J.E.A. Wey, the Chief of Naval Staff and member of the Supreme Military Council (S.M.C.), who represented Major General Yakubu Gowon, the Nigerian Head of State.

During the flag ceremony, Mr. Telli said that the O.A.U. flag would symbolise the organisation's aims for the total liberation of African countries from foreign rule.
Explaining the flag's design which took six years to finalise, he drew attention to the white O.A.U. emblem in the centre. A green stripe at the top symbolises hopes of African unity, a band of gold stands for the continent's wealth and bright future, and red interlocking rings represent African solidarity.
