Russia, according to Khovaev, wants to help the Philippines improve its defense capabilities with military hardware, including rifles and armored vehicles, and through joint naval exercises.
"We offer the same technology that we use in our country. That is why we are ready to help your country. But I want to repeat it, it's up to you, the Philippines, to decide which option is most comfortable for you," he said.
Khovaev added that Moscow would provide new and sophisticated technology to help develop Philippine military capabilities.
The Ambassador said this assistance would be carried out in "full compliance with international law" to promote stability and peace in the region.
He added that no other country could offer such assistance because the production of Russian defense equipment "was based on Russian technology."
"Improve your defense capability to help your country [become] more efficient in something that can endanger the country," Khovaev said, noting that security is a top priority for all countries.
Russia expressed interest in exploring the South China Sea during a bilateral meeting between President Rodrgio Duterte and Russian President Vladimir Putin which was held in Moscow.
