The post-Jim Crow period in America led to many African-Americans looking for mentors, safety and an opportunity to share their voices in the community. From 1969 - 1981 Julius Chapman recruited and mentored students As Towson University's first Dean of Minority Affairs. His pioneering efforts helped change TU into the diverse, multi-cultural institution that it is today. Towson University returned the favor by honoring Dean Chapman with a bust of his likeness and quad bearing his name.
