‘Monitoring Chinese presence in Indian Ocean’: Navy chief Karambir Singh Navy chief Admiral Karambir Singh on Tuesday spoke on the Navy budget and the presence of Chinese vessels in the Indian Ocean. Singh said the Navy budget has declined from 18% to 13%. Speaking on the Chinese presence in the Indian Ocean, Singh said the Navy is monitoring their movements. Earlier, a Chinese vessel was driven away by the Navy from Indian waters. The vessel did not have the permission to operate in the Indian water.
